Affect verb= "to have an influence on sb/sth". (ie): Does television affect children's behavior? It's not a noun. Effect noun= "result, influence:. (ie): Does television have an effect on children's behavior? Effect verb is quite rare and formal and means "to achieve or produce". They hope to effect a reconciliation.
